New legislation 2025: what padel clubs, tennis clubs, and country clubs need to know about cash register software

In 2025, a major regulatory change will impact all VAT-registered organizations using a point-of-sale (POS) system, including padel clubs, tennis clubs, and country clubs: the ban on self-certified POS software.

POS Compliance: what has changed, and what has remained the same.
The requirement for your POS system to be compliant has been in place since January 1, 2018, and is still very much active. It applies to any VAT-registered business that processes payments from individual customers: data must be inalterable, secure, stored, and archived.
What changed in February 2026 is the method of proof. Since Article 125 of the 2026 Finance Act, software publishers can once again self-certify the compliance of their software, whereas only certificates from accredited bodies had been accepted since February 2025.
In practice, the burden of proof remains on you: in the event of an audit, it is up to the club to present the certificate or statement corresponding to the software version currently in use.
Doinsport has chosen to go above and beyond: certification by an accredited body, which in France is issued by only two organizations. As a result, you do not have to rely on a simple self-certification written by your provider.
✅ Strengthening the Fight Against VAT Fraud
The 2025 Finance Act aims to improve accounting transparency by imposing new requirements on businesses. Starting January 1, 2025, only POS software certified by an accredited body (such as LNE or AFNOR) will be deemed compliant.
Until now, many software publishers were able to self-certify their compliance with the 2018 anti-fraud law. This practice will no longer be permitted.
🔍 What Does the Law State Exactly?
From 2025 onwards, any club or facility subject to VAT and using cash register or billing software must prove the compliance of its POS system with:
a certificate issued by an accredited body (such as LNE or AFNOR),
or a manufacturer's certificate of compliance, but only if the manufacturer is officially recognized.
The objective is to guarantee that sales data is inalterable, secure, stored, and archived.
⚠️ What Are the Risks for Non-Compliant Clubs?
The penalties for non-compliance are severe:
💸 A €7,500 fine per non-compliant software or system,
⏳ A 60-day grace period to achieve compliance,
🚨 An additional €7,500 fine may be issued if no corrective action is taken.
Even if you are an associative club, a country club, or a padel/tennis club with invoicing exemptions, you are still affected if you use a POS system and are registered for VAT.
